Description of Work

The position of Telecommunications Resources Program Manager serves as

the telecommunications relay service (TRS) administrator and develops/

monitors the contract with a relay vendor ensuring full compliance

with the terms of the contract and state and federal regulations. This

position also administers the Equipment Distribution Service (as part

of TEDP) that provides telecommunications equipment to eligible North

Carolina residents. This position supervises eight employees

(Equipment Distribution Coordinator, Emergency Preparedness

Coordinator, Technology Resource Coordinator and four assistants). As

a member of the Division's Executive Management Team, this position

participates in the Division's policy development and strategic

planning process for accessible telecommunications and emergency

systems and outreach services.

Knowledge, Skills and Abilities

Applicant must have experience and competency in the areas of

management and supervision, budget management, strategic planning,

policy and contract development, contract administration, training and

public speaking. Applicant must possess knowledge of state and

federal laws pertaining to relay and telecommunications equipment

distribution services. Must have extensive knowledge of and experience

with deaf, hard of hearing, deaf-blind and speech-impaired service

needs and provision. Excellent written communication skills as well as

fluency in American Sign Language. MANAGEMENT PREFERENCES: Experience

with Federal Communications Commission (FCC) processes, including

filing comments and complaints. Knowledge of issues pertaining to

access to emergency management systems.

Training and Experience Requirements

Masters degree in Rehabilitation Counseling for the deaf or education

for the deaf and two years of experience in a deaf and/or

rehabilitation program and having total manual communications skills;

or graduation from four year college or university with a degree in

rehabilitation counseling or education for the deaf and four years of

experience and four years of experience in a deaf and/or

rehabilitation program and having total manual communications skills;

or an equivalent combination of training and experience with total

manual communication skills. Degrees must be from appropriately

accredited institutions.
